The Public Sector Decarbonisation Scheme (PSDS) is a government initiative aimed at reducing carbon emissions from public sector buildings. Phase 4 of the scheme, set to open for applications on October 9, 2024, continues this mission by providing grants to support heat decarbonisation and energy efficiency measures in public buildings such as schools, hospitals, and local government facilities.


Key Features of Phase 4


Targeted Allocation Process: Unlike previous phases, grants in Phase 4 will be awarded through a targeted allocation process. This ensures that funding is directed towards high-quality projects that contribute significantly to carbon reduction goals.

Sector Soft Caps: To ensure equitable distribution of funds, sector soft caps will remain in place. This policy ensures that funding is proportionately allocated across different public sector organizations based on their carbon emissions.

Heat Network Maps: Applicants will have access to maps identifying areas where heat networks are expected to provide the lowest cost, low carbon heat. These maps will help applicants make informed decisions about managing future heating costs.

Funding Period: Phase 4 will run from 2025/26 to 2027/28, with budgets confirmed through the Spending Review.
